Relief and Rehabilitation Department gets National
e-Governance Award for "Innovative Usage of Technology in e-Governance"
Relief and
Rehabilitation Department of A & N Administration has received
National E Governance award for Innovative Usage of Technology in
e-Governance. The award was presented at the 11th National Conference
on e-Governance held on 7th & 8th February 2008 at Panchkula,
Haryana. The "On Line Monitoring System/Tsunami Relief and
Rehabilitation" Website (http://www.and.nic.in/shelterP/index.htm) was
developed and implemented by Shri. Dharam Pal, IAS, Relief &
Rehabilitation Commissioner, A & N Administration & NIC, Port
Blair with the prime objective of enhancing transparency in the
implementation of relief and rehabilitation measures especially
construction of permanent shelters. Relief & rehabilitation
department furnishes periodically location and island wise progress of
various works and completion plans through this website/online
monitoring system.
Tsunami caused extensive damage to the houses and other infrastructure
particularly in southern group of Islands. About 10000 houses were
damaged and about 43000 persons were rendered homeless. The department
of Relief and Rehabilitation was asked to coordinate construction of
around 10000 permanent shelters through Government agencies such as
CPWD and NGOs at 70 locations scattered in 10 different islands spread
across 600 Km in sea. Relief Commissioner with the help of NIC UT
Centre has developed and hosted a web based dynamic MIS to monitor the
status of Construction of Permanent Shelter at each location. This
website site is updated every month and provides the following details:
* Island wise and Agency wise number of
houses being constructed alongwith status of construction;
* Maps and photographs of the actual
construction status in respect of each site;
* Date of start of work and completion date in respect of
each site and the name of agency constructing the houses
* Challenges being faced by the
construction agencies;
* Model design of structures
* Performance against targets and status
at a glance
* List of beneficiaries for whom shelters
are being built etc.
* Completion Plan which are dynamically
updated etc.
The website allows citizens to check status of construction at any
location and compare the actual progress against the targets fixed.
The Website has considerably enhanced the transparency in construction
process.
The Ministry of Home Affairs, National Disaster Management Agency
(NDMA) and NGOs are using this site to closely monitor the status of
Construction of Permanent shelters.
The award was presented on 7th February 2008 by Honourable Union
Minister of Communication & IT, Shri A Raja during the 11th
National Conference on e-Governance held on 7th & 8th February 2008
at Panchkula, Haryana. Shri. K Srikanth, IAS, A & N Administration
and Shri. Gautam Gupta, SSA, NIC, Port Blair received the award on
behalf of Shri Dharam Pal, Relief Commissioner who could not attend the
ceremony due to ongoing CEO's Conference in the Election Commission of
India.
